In recent years Montenegrin tourism authorities have made a particular effort to shift the tourist trade away from low-budget package holidays into high-end luxurious projects that attract wealthy visitors. This has made the market more attractive to foreign investors with an appetite for high returns.

Presented below are a handful of current successful foreign investment projects in Montenegro, with plenty more planned in the near future.

Aman Sveti Stefan

A fortified island village, and a royal residence on the Adriatic

Aman Sveti Stefan is a story in two parts. One is a beautifully preserved 15th-century fishing village on a fortified islet; the other, on the mainland, is the shore-side former summer home of the Queen Maria of Yugoslavia – a rustic retreat and a royal residence connected by an isthmus. Together, these historic properties occupy an 80-acre patch of Montenegro’s wildly beautiful coast, including three idyllic swimming pools and a trio of pink-sand beaches that are among the most beautiful on the Adriatic.

Accomodation

Aman Sveti Stefan is divided between Sveti Stefan island and Villa Milocer on the mainland. While the island and its facilities are open seasonally from 1 May to 24 October, Villa Milocer and the Aman Spa on the mainland remain open year-round.

Spaces for rejuvenation are dotted across the resort, from the standalone spa to the three pools, Turkish baths and a yoga pavilion

Porto Montenegro

In 2016 Porto Montenegro was acquired by the Investment Corporation of Dubai (ICD), the principal investment arm of the Government of Dubai with investments spanning financial services, transportation, energy and industries, real estate and leisure and retail.

Located in the UNESCO protected Bay of Kotor, Porto Montenegro combines a spectacular lifestyle destination with a world-class, full-service marina and luxury residential village offering premium real estate for sale and rental in this part of the Mediterranean.

Luštica Bay

Marina town offering waterfront properties, hotels, berths, golf & lifestyle facilities.

Luštica Development AD was founded in 2008 as a joint venture between Orascom Development Ltd. (90%) and the Government of Montenegro (10%). As a subsidiary of Swiss Orascom Development, Luštica Development AD is the national project company responsible for developing, building and operating Luštica Bay.

The project site is an inspiring, wonderfully secluded area along the Luštica peninsula, where rolling hills cascade down to an idyllic coastline. Its 690-hectares will be sensitively developed into a fully-integrated, new town in Montenegro with a state-of-the-art infrastructure. It will mark the biggest investment in Montenegro yet (1.1 billion Euros) and after completion will host a few thousand residents, more than 1000 apartments, more than 500 villas and townhouses, seven hotels, two marinas, a signature 18-hole golf course and a range of public facilities including a school and medical facility.
